The free-to-air move, supported by ongoing advertising sales partner Channel 4, was negotiated by PBS America general manager Richard Kingsbury after Sky opted not to renew its three-year carriage deal following a 12-month extension agreed last year.
The non-profit channel debuted in the UK as part of Sky and Virgin Media’s basic premium packages in 2011.
“The battles that Sky is fighting with the other platforms are around sports and high-end drama,” said Kingsbury. “Sky is very good at focusing its money where it thinks it can make the most difference.”
PBS America will retain its channel slots on Sky and Virgin despite no longer receiving funding from the platforms, and will be available to all the platforms’ subscribers.
It will launch on Freesat channel 160 from 1 November, supported by a slate of programming, including Rory Kennedy’s Oscar-nominated feature documentary Last Days In Vietnam and a six-week Ken Burns season that includes The Civil War, Prohibition and The West.
Kingsbury considers the shift an opportunity to grow the channel’s audience by up to 25% and is confi dent that PBS America’s brand of undiluted factual programming will attract viewers.
“Launching as a free-toair channel is a risk, but if our ratings improve in proportion to the number of new homes in which we will become available, then we will more than cover the additional costs,” he said. “The move by other factual networks towards entertainment is great for us, because we are proud of our intelligent current affairs, science and history documentaries.”
Kingsbury said Freesat offered a cost-effective route to market and he is eyeing more opportunities with free-to-air platforms and distribution via IPTV. However, he claimed that the £5-6m cost associated with a launch on Freeview was prohibitively expensive. “Running a standalone channel with none of the economies of scale afforded by a network is a challenge,” he said."
